We are developing Ida-Viru
For more than 10 years, we have been implementing projects in Estonia’s Ida-Viru region aimed at regional development. IVLK places a special focus on creative economy and innovation projects; however, as the region undergoes a transformation driven by the Just Transition, it also faces challenges related to employment and the adoption of green technologies.

How did it all begin?
In 2014, we organized the first TEDxNarva. This marked the beginning of a community of people who wanted to come together around the idea of positive change. At that time, we established IVLK so that the region would have a structure ready to take responsibility for implementing those changes.

Jana Budkovskaya
Strategist and Initiator of Sustainable Projects,
Member of the Management Board of IVLK

Yana is a regional development strategist with more than 20 years of experience across education, the creative economy, entrepreneurship, and public policy. Since 2015, she has been a member of the management board of Ida-Viru Loomemajanduskeskus, where she contributes to the design and implementation of programs with long-term social and economic impact.

Yana is a co-founder of the creative and startup hub OBJEKT in Narva, which since its launch has attracted more than €2.5 million in investments and programmatic support to the region and was recognized with the national EEPA Award in 2023. In the same year, her contribution to business development was acknowledged by the Estonian Ministry of Economic Affairs and Communications. She has also initiated and curates several well-known programs, including the ShootShorts film accelerator and youth education initiatives that have engaged thousands of participants.

Alongside this, Jana works in the investment and venture capital ecosystem. She is a co-founder of a fund focused on sustainable investments in Central and Eastern Europe and is part of the leadership team at Beamline, where she is responsible for portfolio development.

Her interdisciplinary background—ranging from physics and environmental monitoring to innovation policy and the arts—shapes a systemic approach to projects focused on sustainability, measurable outcomes, and real impact.
Anton Ossipovski
Marketing Strategist and Service Designer,
Member of the Management Board of IVLK

Anton is a marketing strategist and service designer with more than 15 years of experience in business development, communications, and sustainable services. He is a member of the management board of Ida-Viru Loomemajanduskeskus, where he is responsible for project development and for working with the region’s entrepreneurial and creative ecosystem.

In his professional practice, Anton focuses on service design and organizational transformation—from developing marketing strategies and brands to implementing customer acquisition systems, analytics, and sales funnel optimization. He has worked with companies around the world, helping businesses grow, digitalize, and increase efficiency while integrating principles of sustainable development.

Anton has also served as a mentor and consultant to dozens of startup teams, contributing to pitch deck preparation and fundraising efforts. With his involvement, more than €2.5 million in project funding has been brought into the region, and the total economic impact of these initiatives has exceeded €15 million.

In addition, Anton has teaching experience at the University of Tartu and in schools, and has worked closely with youth and entrepreneurial communities. In 2023, his contribution to business development was recognized by the Estonian Ministry of Economic Affairs and Communications.

In his work, Anton focuses on connecting strategy, creativity, and practical execution—turning ideas and projects into clear, effective, and scalable solutions.

In 2023, the Estonian Ministry of Economic Affairs and Communications awarded Yana and Anton the “Parim ettevõtluse edendaja 2023” (Best Promoter of Entrepreneurship 2023) award.

About the Spinner program
Spinner is one of IVLK’s largest projects with a strong social impact. It is a practical educational program for young people aged 16–30 that helps them take their first conscious steps toward a career and entrepreneurship. Over four months, participants take part in a hackathon, expert-led training, teamwork on real ideas, and receive continuous mentor support. The best participants go on a two-week internship with startups and companies in Tallinn. Spinner combines learning, practice, and hands-on experience, helping participants better understand their strengths and professional opportunities.
